What do you reckon to the above idea?
I'm in two minds. I'm all for being tough on domestic violence but I'm not sure that this is the right way to go about it. Wont this just make the abuser more mad and possibly violent? Where does the abuser go during this 'time-out'? What stops them coming back (after all a court order wont really stop someone who is determined!)? Is it right to stop someone from going home if they haven't actually been convicted?

As with everything the government suggests, alone it's just an idea. The problem is, they'll use it without further thought. If there's a series of extenuating circumstances behind it which mean it would help neither party it'd probably still get used seeing as "it's protocol ma'am".
Plus a four week ban is a temporary solution to a usually permanent problem, like you said. It'll probably end up being used like this:
Suspected abuse -> Ban -> Return -> Suspected abuse -> Ban -> Return -> Suspected abuse -> Ban & Court Case -> Not enough evidence -> Return -> Suspected Abuse, so on and so forth until something terrible happens or the person reforms.
